Prevent AP Bill approval by same user who created the bill

Is there a way to do a Smart Rule or Trigger when a bill is approved to check of the creator and approver are the same person?

On smart rules or triggers there is not an Approval option to trigger a validation or action. Bill approvals do not trigger a "set" operation.

I am not aware of a way to validate this on approval. Happy to stand corrected if someone out there knows of a way.
